The graphic for the flag of the US Office of Federal Procurement Policy is
based on the line drawing, size, and color definitions in the Army Institute of
Heraldry specification (below). I did not include the fringe on this flag. For
the agency seal, I used the one in the Institute's specification and colored it
according to the definitions, also making sure to respect the sizing and
placement definitions in the specification.
