The flag consists of the departmental logo on white. The logo is a disk of 3 uneven bands- blue/white/blue. The white band is offset a little towards the bottom so that the upper blue band is wider than the lower one. On the white band is what appears to represent a range of dark green hills, wavy on the top, straight-edged on the bottom. The logo takes up a good portion of the height of the flag; I'd estimate 80-90%.
