The flag appears to be a flag version of the city's street flag: https://www.cityofmelissa.com
The street flag itself is a brown-white gradient field with a red "M", with a
star at it's core in the same colors as the field. Under the star is the city
and state names, along with the city's establishment year.

Under the "M" is the city name with three thin black bars tailing the Texas's
initials.
