The flag of the Carter County, Tennessee, is red with blue border stripes on the upper and on the lower edges, and seal-like device in the center. The device shows a circle with scenic design in it - trees, covered bridge, river etc. Around is the inscription "The Last State of Franklin" and "Carter County" and year "17/96".
