According to www.postandcourier.com/news/2009/oct/21/old-tower-provides-a-new-flag-seal, Dorchester County is changing its seal and placing the seal on a flag:
"It features a sketch of the St. George's church bell tower at Colonial Dorchester State Historic Site outside Summerville, maybe the signature image of the place that was founded by settlers in 1697. The church is one of the last
remnants of the town of Dorchester, the beginning of inland settlement of the people who became the Low Country.

A different flag was provided by the county administration, showing the seal on a dark blue field. It is not clear if this is a new flag, the correct flag, or a variant of the flag.
