I found this in John M. Purcell's "Civic Flags of Ohio's Smaller Cities" from the XIV Congrés Internacional de Vexil·lologia - Barcelona 1991. The flag consists of a thick white border with a rectangle in the middle. The rectangle is diagonally split between red and blue with a white line separating them, the white line also has another white line sticking out, splitting the blue in half. In the middle is a big white arrowhead on top of the rectangle. Newark is a big city located in Licking County, Ohio.

The flag depicts the confluence of the streams named the North Fork and South Fork, that form the Licking River; the arrowhead is for Indian heritage. Flag designed by Rod Conant in 1982.
