On February 6th, I received a letter from Ms. Donna Eschenbrenner, a Tompkins County archivist, that there is very likely no county flag. I will have to confirm this, as the language she used in the letter implied that there was no history she or other historians found in primary county resources about the history of a county flag, leaving open the possibility that there is a Tompkins County flag, but that there is no recorded history behind it. I’ll keep everyone updated as events progress.

Paul, I had lacked a digital image for only 1 county flag for NY. I emailed the Tompkins county clerk in March of 2016 and she stated the county had no "official" flag. However, they did fly an unofficial flag with the seal on a blue background. I tried to get the proper shade of blue, but she wasn't very specific, since the flag was unofficial.
