The 1984 article "Civic Flags of New Jersey" by Don Healy shows an Ocean City, NJ flag without the seal. The blue - buff - blue pattern on the flag is said to represent the city's geographic location between the Atlantic Ocean and the Great Egg Harbor Bay. Since this article was published in 1983 and FOTW shows a flag with the seal I would assume this is a variant. However on Google Street View the flag is shown flying in front of city hall.

I checked Google Street View: https://www.google.com/maps. The middle stripe and the background of the state flag hoisted here (Ocean City Piblic Safety Building, as of Aug. 2023) have the same color, a sort of golden yellow - not the pale yellow used in our images, nor the shade of buff chosen by Clay Moss for the state flag.

Maddeningly, this photo caught the city flag furled in such a way that one cannot see whether the emblem is present or not; the middle stripe may be wider or not, but it’s hard to be sure. But then I zoom from another angle, across the parking lot: https://www.google.com/maps. Here it definitely shows a wider middle stripe and almost surely no emblem. Ratio seems to be 3:5 and the shade of blue is darkest, at least as dark as that of the national flag hoisted along (these three flags are hoisted on a naval mast, with correct precedence protocol, I think). Speculative specs are (2+3+2):11.
