According to Atlantic City's official flag legislation, Ord. No. 49-1929, the
flag's three outer edges are to be decorated with "gold-color fringe".
Also, according to Don Healy's 1984 article on the flags of New Jersey, there
was a 1904 variation of the flag with a scroll on the reverse of the flag. The
seal in the center of the flag was designed by Dr. James North.
