Based on photographs at upload.wikimedia.org and static.panoramio.com, this flag is the
county seal (www.regiond.org/Avery%20Co.%20Seal.jpg) in green and white on a green vertical section, attached to a section of red on white (similar to the state flag). I believe the sections are 1/3rd green and
2/3rds the red on white but the angles are hard to tell. On the seal itself, the central element is the county courthouse, the year of founding and the six towns that make up the county (my guess, but plausible based from
en.wikipedia.org)
