The attached images are of the flag of Peculiar, Missouri (they make the name and location rather obvious). Peculiar, according to Wikipedia, is a small municipality of about 4,600 residents located in Cass County near the Missouri-Kansas border.
The flag is a horizontal tricolor, red-white-blue, with 1868 written on the red stripe, PECULIAR on the white stripe, and MO. and a bunch of flowers on the blue stripe. The hoist third of the flag is a vertical white stripe over all, with an image of the water tower.
