A white flag with a tree toward the hoist and "City of Eagan" written toward the fly.

I found a photograph of the Eagan Police Department's flag flying at the 2010 dedication of the Eagan, Minnesota, Tribute and Memorial Plaza located in the city's central park. It is a memorial to the law enforcement officers and
firefighters who have died in the line of duty protecting the people of Eagan (www.fbi.gov/stats-services/publications/law-enforcement-bulletin/2013/february/bulletin-honors). According to the photograph, the flag of the Eagan Police Department features the department's logo centered on a blue field. Above the logo are the words "EAGAN POLICE," while arched below the logo are the words "TO PROTECT AND SERVE" in white letters. At the very bottom of the flag is the date "1965," which is the year that the department was officially founded.
