The flag of the City of Sturgis, Michigan, was seen at the 2010 Michigan Municipal League convention. The parade of flags is documented at Flickr, including this flag: it is seen along with Troy and Utica: www.flickr.com/photos/michigancommunities/5017466520/
According to The Sturgis Wire, June 2001, www.ci.sturgis.mi.us/pdfs/newsletters_0601.PDF, p5, this design, by Lois Lampe, won a city flag competition. It is yellow, with a logo (ring with inscription "CITY OF STURGIS"/"1896" combined with 'lightning bolt') in the centre, and a white border outlined back just inside the edges of the flag, with an inscription on each of the four sides. As far as I can tell, these are: "ELECTRIC CITY" (hoist), "RAILWAY CITY" (top), "TREE CITY USA" (fly) and "STURGIS-WIESLOCH SISTER CITIES" (bottom - Wiesloch is in Baden-Württemberg, Germany). The flag was voted on by participants dropping quarter(-dollar coin)s in jars corresponding to each design.
