I saw this flag printed in the St Martin city museum in the Summer of 2003, as the header of a letter written by the mayor, and addressed to the mayor of an African city (I believe it was in Gabon), regarding some sort of exchange program. I have not seen it fly anywhere in the city however.

I made the image above based on a sketch I drew on the spot. The yellow star was squished like I show it, the fleur de lys were in three separate parts and very narrow, and the castle's three towers each had a little hole. The symbols seem pretty straightforward: the fleur de lys, the yellow star and the Spanish castle all appear on the Louisiana Cajun and Creole flags, representing respectively the French, the Acadians, the Spanish. The red-yellow-green and red-white-green stripes are probably African references, though to which particular nation (if any in particular), I do not know.
