Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
Archived copies of the pages about Union County is still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/union.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Union.htm. It is a ~3:5 plain light (white?) flag showing a large emblem centered on it. This emblem consists of the words "Union" and "County", set in large black serif capitals in two arcs, above and below a large ellipse outline inside which three items are shown: at top center of the ellipse area, a logo consisting of a wagon wheel surrounded by the lettering "Mt. Pisgah Mormon Trail", marking a local historical landmark (en.wikipedia.org/wiki/Mount_Pisgah_%28Iowa%29); at the hoist side, a lakeside scene with sailing ship; at the fly side a front view of an approaching railway steam locomotive.

According to the booklet [u9s03b] (3rd and 4th images of the 4th row on page 12), the Mt. Pisgah Mormon Trail logo and the sailing ship are dark red - the lack of image quality of this source not allowing to discern is the same applied to other parts of the design, which is in, any case, mostly black on white.
