At www.rootsweb.com/~iaharris/history/newspapers.htm, it says that "The first newspaper in Harrison county, the Harrison County Flag, was established at Calhoun in 1858".
All searches for ""Harrison County" "County Flag" Iowa" hit this newspaper and nothing else. Is it likely that a newspaper goes by the name Harrison County Flag in the masthead for a century and a half and yet the said county makes no move to adopt a county flag?

Regardless of whether they really do have a flag or not, they apparently fly only the national and state flags in front of their court house - scroll down to Harrison County at www.intimacy-with-god.com/newsletters/newsletter_october06.html.
