Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
Archived copies of the pages about Dallas County are still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/dallas.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Dallas.htm. It is a ~3:5 plain light (white?) flag with lettering and images in dark (black?). The lettering along the top of the flag reads "Dallas County" set in bold serif capitals. Under it there are five large images, with captions, set in saltire (corners and middle), and a smaller one at middle bottom. These images are: A 2-story country house captioned "W. Clarke home" etc. (hoist top), an art nouveau palace captioned "Dallas County Courthouse" etc. (center), a wooden cottage captioned "Dr. J. R." etc. (fly top), a throwing baseball player captioned "Bob Feller" etc. (hoist bottom), an American football player
captioned "Clarcke Kimarck"(?) etc. (fly bottom); at the middle bottom, a small logo reading "Iowa 150" etc. All captioned in sans serif capitals. (The original image is scarcely readable.)

According to the booklet [u9s03b] (3rd and 4th photos of the 4th row of page 3), the flag is indeed white with black elements, the only exception being the roofs of the Dallas County Courthouse, which are red.
