Based on information from Walker County Messenger:

designed by 16 year old Joshua Hood, 2 February 2004
the three-stripe design was chosen because most of the cities around have a solid color design
orange, black and white represent the middle and high schools in LaFayette
emblazoned with the city seal, surrounded by "LaFayette, Ga. 1833," the year the city became the Walker County seat.

A subsequent article in the Walker County Messenger reported that the flag was approved by the City Council by 10 March 2005 (date of posting). The article also shows a photo of the flag behind the designer.
