Treasure Island appears to be a case of a city which has forgotten its flag.
Here on this article by the St. Petersburg Times, it is recorded that the first
flag of Treasure Island apparently became the city flag after a donation to the
municipal government by a "flag-conscious" resident named Warren A. Milne, who
lived on the Paradise Island part of the city. The flag was in 3:5 ratio
carrying the city seal, background color is navy blue with a gold fringe (not an
integral part, of course). The first city flag was manufactured by Gordon Eager
of Beaver Flags. A specific date for this flag is unknown, but based on the
article's publishing, I think it can be fairly assumed that it gained official
status in December 1958.

The city seal of course, is a bit unconventional. According to the article,
it depicts a pirate landing on Treasure Island from a ship along with a chest of
gold, and a starfish and palm tree in the setting. On the first flag, the city
seal had seven colors.
