"The City of Excellence" is indeed on the flag, though in a Times-type font, not the more cursive one in the graphic Dov posted. The flag is indeed an "Israeli-striped" design, though the stripes are thinner. The top arc of the seal and the bottom arc of the slogan beneath the seal extend to the far edges of the blue stripes.

Aventura FL appears to have two versions of its flag.
One flag shows a
smaller seal with non-gradient colors, a motto below, and thicker, lighter
colored stripes.
