Description of the flag

A blue flag, bearing the city seal, circular, with words CITY OF FILLMORE and CALIFORNIA around it, and a sprig of three oranges and orange blossoms in the center.

I have received the following information from Mr. Steve McClary, Management Analyst with the City of Fillmore, California, regarding that city's municipal flag and seal. The Fillmore city flag was designed by a local resident, Pat Rees, and was commissioned on August 11, 1998. The design was approved by the Fillmore City Council (see resolution attached).

CITY OF FILLMORE RESOLUTION NO. 98-2286 ESTABLISHING OFFICIAL FILLMORE CITY FLAG

WHEREAS, the City Council of the City of Fillmore desires to establish and adopt an official flag for the City of Fillmore; and
WHEREAS, establishment of an official flag exhibits pride in the local community and serves as a symbol for Fillmore that can be displayed at important occasions that take place both within and outside of the community; and
WHEREAS, the official Fillmore City Flag shall contain a background field of royal blue, containing in the center the City's color orange-blossom logo encircled by the words "City of Fillmore" and "California", and containing the words "Est. 1888" centered below the above-described logo; and
WHEREAS, the Fillmore City Flag shall be prominently displayed in the City Council Chambers at Fillmore City Hall and shall be displayed at other functions, as appropriate.
NOW, THEREFORE, BE IT RESOLVED, that the City of Fillmore hereby establishes and adopts the above-described flag as the official Fillmore City Flag.
PASSED AND ADOPTED this 8th day of September, 1998.

The flag seems to be 2:3 with the seal's diameter 5/6ths of the flag's height.

The actual Fillmore seal which Ned found at is really quite pretty. Its circular format is set in the midst of a sprig of oranges and orange blossoms, although at first one might have difficulty in identifying the foliage as such since the blossoms appear to be outlined in purple, as is the veining on the green leaves and the stems themselves. The seal itself consists of an outer circle in blue and fimbriated blue and white on both its outer and inner edges. At the top of the outer circle are the words 'CITY OF FILLMORE; in very large white block lettering, while at the bottom the word 'CALIFORNIA' appears in somewhat smaller white block lettering. The central image contains, on the same blue field, a sprig of orange blossoms in their natural white color, attached to a twig with green leaves and stem. Suspended from this twig are three oranges, in their natural color and in gold.

I have received the following information from Mr. Steve McClary, Management Analyst with the City of Fillmore, California regarding the Fillmore city seal, which was apparently in existence when the city was incorporated in 1914; nobody knows anything about its origins, design, etc. The design of both the seal and the flag reflect the importance which oranges and in fact other citrus fruit have long held in the local economy. Fillmore generally uses blue for its color, not merely on the flag but on public signposts, historical markers, etc., while the neighboring city of Santa Paula uses red. Its seal and flag are virtually identical to Fillmore's, with the exception of the background color and the fact that the fruit in the center of both seal and flag are lemons.
