I received an answer from Chula Vista city, California, which sent me a big photo of the flag. It is
burgundy and white with a city logo on the wider white stripe.

The Chula Vista flag has two horizontal stripes of white and [burgundy]; the white stripe is somewhat larger than the maroon [burgundy] stripe. In the white stripe is a stylized picture of a sunrise over mountains with ocean waves in the foreground, and the words "City of Chula Vista."
As you can see from the photo, the flag alludes to the design of the California state ("bear") flag, with the red stripe at the bottom. But the city flag's burgundy stripe is significantly wider, and is a different shade of red.

New City Flag introduction set.
Many United States and California flags flying in Chula Vista will soon be joined by a third banner, one displaying the official colors and logo of the city. A ceremony to introduce Chula Vista's official flag to the public will be held tomorrow at 10:30 a.m. at city hall. The flag was designed by the Chula Vista Diamond Anniversary Committee that coordinated last year's extensive celebration of the city's 75th birthday.
Tomorrow's festivities will include the presentation by the committee of flags and proclamations to a number of Chula Vista flag-flying organizations. Among those to receive flags are the Sweetwater Union High School District, Chula Vista Elementary School District, Southwestern Community College, Rohr Industries, Chula Vista Marina, fire stations, Salvation Army, San Diego Gas & Electric, Sweetwater Authority, and, of course, the city itself.
City flags are burgundy and white. A burgundy stripe covers the bottom quarter. Centered and directly above are the words "City of
Chula Vista." On a white background in the upper third of the flag is the city logo depicting the sun rising over Mount Miguel with the waters of the bay in the foreground.
