Having not seen a physical flag, I can't be sure of the color. It may be a
shade of ocher. The base color of some flags can be tricky because they're the
thinnest part and might be colored by the light. The photo at
https://twitter.com/AzCities/status/1032279260948385792/photo/1 does appear
to show the flag is not bright white.
