After a emailing an inquiry to County Manager of Graham County Dustin Welker, I received a response saying that Graham County does not have a flag.

The Graham County Information Technology Dept. has informed us that the Graham County Seal is a Trademark, registered with the Department of State, State of Arizona; and is restricted to those uses authorized by the county's Board of Supervisors.
We have been further advised that the image displayed below, and widely used on the web by Graham County and by other websites is not the county's seal. The official seal has a Hereford (brownish/orange colored) cow on it.
