At the Ketchikan City Council meeting of December 16, 1999, the design of Daniel Sheets (age 11) was adopted, in its adapted form, as the official flag of the City of Ketchikan as detailed in the December 10, 1999 correspondence of the
Ketchikan Centennial Committee. The flag was chosen after a competition for the design of a city flag. Daniel Sheets said he came up with the idea because Ketchikan is the salmon capital of the world.

The City of Ketchikan flag design was designated the official flag of the City by the Ketchikan City Council on December 16, 1999. The design is based on a color sketch submitted by Daniel Sheets, an 11-year-old Ketchikan resident, as part of a community-wide flag design competition held in conjunction with the City's centennial celebration. The major element in the flag design is a salmon, reflecting Ketchikan's fame as "The Salmon Capital of the World."
