This flag comes from the book "Flags to Color, Washington to Lincoln," and is found on page 2. It's listed as "The First Infantry Regiment Color, 1791."
"Colors: Field of flag, dark blue; stars, shield border, sunburst, and emblem in upper corner, gold; clouds, gray; eagle body and arrows, brown; eagle head and tail, white; eagle beak and claws, yellow; ribbon, white; shield top dark blue; six red and seven white stripes."
