The Gonfalon

From the site of Ukrainian Heraldry:
"In September 11, 1996 the session of village council approved the gonfalon: a square canvas with a ratio of 1:1. In a green field there are images of yellow interlaced letters "W" and "M". Sides of the gonfalon have yellow edging with width of 1/5 of width of the gonfalon. The author is Yu.Terlets'kyi."

The city

From the site of Ukrainian Heraldry:
"City in Rivne Oblast. The first written mention about Mizoch refers to 1322.On the 23d of September 1761 the colonel Dunin-Karvats'kyi got a privilege from king August III to found a town under the name of Velykyi Mizoch and he got the Magdeburg Right for that town."

My ancient encyclopedia says, under the heading "Magdeburg", "Magdeburg became a flourishing commercial town during the 13th century, and was an important member of the Hanseatic League..."Magdeburg law" (Magdeburger Recht), securing the administrative independence of municipalities, was widely adopted." Perhaps where the source says "was given Magdeburg right" we should translate "received the right of civic self-government" or something similar.

"Velykyi" mean "great[er]". "WM" are thus the inicials of Velykyi Mizoch, spelt in polish or german ,which make sense considering that this city is in the Rivne Region, at the time under Lithuanian rule (?).
