rectangular yellow field with a height to length ratio of 2:3, in the center of which there is a blast
furnace in contact with the bottom edge of the flag. The furnace is made of black bricks and lined with
yellow; in the firebox of this there is a red flame, and coming out of the furnace is a red flame. On the
sides of the furnace are two black hammers, positioned vertically." The reverse side of the flag is a
mirror of the obverse. The flag is based on the city's coat of arms and repeats its symbolism. The process
of creating the flag was done with the help of the "Eurasian Heraldic Center". The council asked
Y.Y. Rosich and A.P. Karpova to draw the flag. Flag approved by Lugansk Council Decision No. 1-18/2 of
March 21, 2024.
The flag change occurred most likely because of political reasons. The previous flag was approved by
Ukrainian city deputies on September 5, 2006. Although the previous flag was recognized by the city's
government, the city likely wanted new symbols to clearly identify its administration under Russia.
