From Ukrainian Heraldry site:
"It was confirmed in June, 30th, 2004 by the decision of XIV village council session of XXIV convocation. In the blue square panel is Virgin in blue closes and red coat with white border, around of a head is yellow nimbus, in hands she holds white cover, on which are three yellow crosses; below it are two crossed white Cossack sabres in scabbards, decorated by yellow."
"Pokrovs'ke is known since 1760, when it was found by the Cossack foreman Holovko. In XVI-XVII centuries near Vovcha river, on which coast Pokrovs'ke is located, ran Muravs'kyi way, by which Crimean Tatars attacked Ukrainian lands. According to the legend, in the end of XVII century Ivan Sirko has met on Muravs'kyi way large Tatar group and in the battle released inhabitants, which were captured by Tatars. It has taken place per day of the Virgin Cover holiday. In her honour and on a mark of memory about this victory village was named Pokrovs'ke.

Azure; Virgin in azure closes and gules coat with argent border, around of a head is or nimbus, in hands she holds argent cover, on which are three or crosses; below it are two crossed argent Cossack sabres in scabbards, decorated by or. The shield enframed by or cartouche and crowned by argent urban crown with three prongs. The author is O.Potap.
The image symbolizes Virgin Cover and her protection for the settlement. Sabres remind of the Cossack victory in legendary battle and symbolize courage and invincibility."
