"Square green panel, in the centre of it is white horseman
in ancient military regimentals with a shield and a spear in
hands (the image height is equal to 4/5 of a panel); on perimetre
flag is framed by a border, which consists of two strips -
external red (width in 1/20 of the flag) and internal white
(width in 1/50 of the flag).
The double border on a flag symbolises a fortification which
protected the city from enemies, red colour underlines heroism of
inhabitants, and white a grey hair of centuries."
