words, both of them are still using the flags as reported at FOTW.
Taoyuan was transformed from a county to a special municipality on 25 Dec
2014. That is, its Chinese name should be revised as “桃園市” instead of “桃園縣” .

According to the
official
website, the logo of Taoyuan was instituted in 1971. Therefore, the city
flag probably was adopted in the same year.
