Two beach safety flags are presented on this Sentosa, Singapore page:
http://www.sentosa.com.sg/en/beaches/beach-safety. The red flag is no
surprise, but the red-above-yellow is special in the sense that the flag’s
message is made explicit by words “SWIM” above “HERE” in counterchanged colours.
