The flag is a banner of the arms;
arms granted in 1660 based on a seal from 1635, revised grant on 23 May 1935.

The flag of Jamtland (in Swedish: Jämtland) is a banner of arms. It shows a hunting scene: an elk being hunted with dog and falcon. Though elks always have been hunted in this part of Sweden, it is not likely that falcons has ever been used for this purpose. The image is therefore probably originally made by someone not very familiar with the ways hunting was made in the province.
Jamtland was conquered from Norway in 1658. Jamtland got its arms shortly after the conquest, based on a seal from 1635 (older seals for Jamtland are totally different, see the seal taken up by the "Republic of Jamtland").
I have based this image on the image of the county flag of the County of Jamtland made by Mello Luchtenberg.

Official blazon in Swedish: "I blått fält en gående älg av silver med en lyftande falk på ryggen och i posten åtföljd av en vänstervänd, upprest hund, båda av guld."
Blazoned in English: "Azure an Elk passant Argent armed Gules attacked from behind
by a flying Falcon Or and from front by a Dog rampant of the same."

It may be noted, that the elk in the flag and arms of Jamtland is not supposed
to be armed with a different colour according to the Swedish blazon. However, it
is almost always displayed like that anyway.
