The flag of the city of Borås, Sweden, is red with two old-fashioned wool scissors argent, the sinister one upright and the dexter one inverted.
It is often flown fron City Hall, etc.

The Coat of Arms exists since at least the late 17th century, as shown in this 1700 engraving, showing only minor variants in its details.
At Ralf’s site a large image of the arms, from which I made the attached banner of arms; I’m not sure if this exact design is used in actual flags. The reported photo shows a slightly different design, with thin, dark detail and contour lines.
