During Yeltsin's burial several years ago, I brought to the attention of
the Russovex mailing list of a flag I seen on "RTR", the main channel that
was showing the state funeral. It show cased a blue flag with a double
eagle similar to the Russian coat of arms. I could not capture the photo,
so I could not get a definite answer. Flash forward to last week and the
video of the funeral was put on YouTube. I was able to capture the flag and
the caption of a person speaking. Victor Lomanstov confirmed that this flag
belongs to that of the Accounts Chamber of the Russian Federation.
According to http://sovet.geraldika.ru/article/2855
the symbol was adopted in 2000 but the adoption of the flag is not clearly
stated in that decree.
