According to James Minahan’s Nations Without States
[mnh96], there was a
Far Eastern state, established on 23 May 1918, under Japanese
auspices, by the White Army general Semonov. He does not
say if that state used the blue-white-red
tricolor, or another flag.

Партия Dalne-Vostoĉnaâ
Respublikanskaâ Partiâ. This party
was very small, and I’m not sure it exists now or not.

From the flag design I can see a relationship with the
Navy. Considering the date of adoption,
this might have been one of the first re-uses of the St. Andrews flag?
Thats’ two questions. The third is about the agenda of this party,
which I suppose lobbying for republic status for the
Maritime territory, right? If so, it might
have disapperared or considerably decreased when regions and territories
gained the same previlegies as republics (1993). I may even suppose
that this flag, with or without letters, was the proposed flag for the
proposed republic (and that’s question #4). Final question: Wouldn’t
this flag be regarded as a desacration by the Russian Navy?

Nations Without States [mnh96]
mentions a «flag of the national movement» for the Far East region of
Russia which differs from the Cross of St. Andrew based flag of the
Far Eastern party. The flag is a horizontal tricolor
of dark blue, white and red.
