Municipality "Novaya Zemlya" (New Land) in Region of Arkhangelsk on archipelago New Land Isles in Russian sector of Arctic Ocean. Flag and coat of arms of New Land Isles are designed by Heraldic Chamber of the Congress of municipalites of Russia under management Mr. Vladimir Medvedev (head of this Chamber) and officially registered in the State Heraldic Register of the Russian Federation.
On the archipelago of New Land Islands is located the State Center of tests of the nuclear weapon of the Ministry of Defence of Russia. Nuclear tests are not present since 1990.
