ZATO (Closed town) Tsiolkovskiy was created in 1994 as ZATO Borough of Uglegorsk. In 2014 the name was changed into ZATO Tsiolkovskiy.
The flag was adopted on 24.01.2023:
A rectangular cloth with a width to
length ratio of 2:3, consisting of three horizontal stripes, from top to bottom:
blue with a width of 2/3 the width of the cloth, yellow with a width of 1/9 the
width of the cloth, and green with a width of 2/9 the width of the cloth; in the
center of the cloth, shifted downwards, is a white globe with a diameter of 1/2
the width of the cloth, and a conditional grid of coordinates in blue, above
which, on a blue stripe, are three white arrowheads with red flames instead of
bushings.
