Vorkuta is a coal mining city up in the Polar Circle and most
of its inhabitants are Russians, not Komis. That explains the
“double loyalty” implied in the flag design.

Though the stripped area may appear quite tasteless and randomly chosen,
it is nothing more than the three stripes of the Russian
national (federal) flag, on the upper part, and the three stripes of the
Komi republic flag, on the bottom part:
white-blue-red and blue-green-white. It doesn’t look great, but it
sure has a meaning.

As for the coat of arms on the hoist triangle (which, should have been made
anything but white!), I wander how the law words its color, clearly darker
than the “dark” blue of the stripes.

The colors of the Komi Republic should go to the top, and the colors of the
Russian Federation to the bottom.

City coat of arms can be found with much better detail on line
at http://www.usmra.com/members/rustam/070400/index.html. The image was originally 216
px high, which is quite considerate. Attached ru-11)vo.gif, with a deer
leaping over a coal mine, along with city name and stylized antlers as in
the flag of Yugra.
