Our stamp with flags nº02981 was issued by Hungary in
1967 (2Ft «Дунайская Коммиссия · Commision du Danube» Scott: #1833, part
of an international series with flags and Danube ships) and shows a
Romanian national flag with the emblem in black, instead of the full
color CoA depiction of the actual item. I expect this to
have been used as a typographical fall back option. See stamp image at Wikimedia Commons
