This is termed the "Pedas Sigler eclipse flag", the
name referring to a couple of eclipse enthusiast business people who pioneered
eclipse cruises — ocean liner vacations aiming maximum observation time
of solar eclipses.

As for the classification of this flag, comparing with other
“astronomical” flags such as those of planets, I think
this is something else, more akin weather signal flags,
such as hurricane or beach condition flags. I.e., when and where
a solar eclipse is imminent (or when and where something about it is being
done), this flag goes up…

Isn’t it more like a one-off signal flag
— «This vessel is engaged in totality-tracking»? Or a
house flag? Or if not a house flag (since the
vessels flying it presumably are doing other things between eclipses),
then isn’t it closest to a company flag? (The Ted Pedas Eclipse
Cruise Company or something…)

It is also possible. Research is needed about the actual and intended
use of this flag.
