It is an atypical Portuguese communal flag, with the coat of arms centred on a field parted per bend into light blue over white.
The diagonal division of the flag background is interesting in that it may be a naive deduction - logical, even if wrong -, from observation of other flags: If cities have flags divided in 8 fields, and towns have flags divided in 4 fields, then villages should have only two fields in their flags, right?… The actual legal practice is, as we know, less logical and less easy to deduce and apply. (The peculiarity of the arms is less interesting, being merely yet another example of "folk" heraldry.)

The arms are of an unusual design: shield parted per fess, above Azure (celestial blue) a mountain Proper, beneath parted per pale: Argent a bunch of grapes Argent leaved Vert at dexter, Argent an olive twig Vert fruited of the Same at sinister, over all a bar parted per pale into Vert and Gules. But both the flag and the arms are in disagreement with the applicable law and don't stand a chance of being approved by the Comissão de Heráldica da Associação dos Arqueólogos Portugueses (CHAAP) and made official.

Santa Maria de Emeres (Santa Maria d'Émeres) Commune is one of the 25 communes of Valpaços Municipality; it had 406 inhabitants in 2011 and covers 16.7 km².
