It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a green and white gyronny (city rank) background.
This flag and arms are in probable use since the upgrade from (town rank) in 1997.07.12 and there were but trivial changes made to the previous flag (q.v.).

The arms are Sable and almond tree Vert flowering Argent issuant from a rocky mound Proper charged with a wavy fess Azure fimbriated Argent between two hunting horns Or dressed Gules each held by a hawk Proper cornered by two knots of rope Or in chief. Mural crown argent with five visible towers (city rank) and white scroll reading in black upper case letters "VILA NOVA DE FOZ CÔA."

Before the upgrading of the municipality seat to city status, in 1997.07.12, a slightly different flag was in use, with only four towers (town rank) and green and white quaterly background; they were adopted and published in the official journal Diário do Governo : I Série in 1936.06.24.

Vila Nova de Foz Côa municipality had 8249 inhabitants in 2001, and it consists of 14 communes, covering 398,2 km². It is part of Guarda District, traditional province and 1999 ref. adm. region Trás-os-Montes e Alto Douro, C.C.R. / NUTS II Norte, and NUTS III Douro.
