It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

The arms are Or two roman amphoras Gules and an onion Gules leaved Vert all set two and one and on a base wavy Azure a barrulet wavy Argent. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "ROIOS".
Meaning:
"Roios" means (I think) "stream" (as in small river), making part of the arms canting.
