It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Shield Vert, a fess wavy Argent charged with two barrulets wavy Azure, in central chief an ash tree eradicated Or, in base three open nuts Or filled Gules of a horse chestnut tree ordered 2:1. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "FREIXIEIRO DE SOUTELO".
Meaning:
The ash tree (Port.: freixo) is a canting element. The fess wavy probably is representing Âncora River.
