It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and red.

Shield Gules, a fess wavy Argent charged with two barrulets wavy Azure, above two lions rampant Or supporting a paly sword Argent Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "CHANCELARIA".
Meaning:
Sword and lions are attributes of Sta. Eufémia, the local patron saint. The base wavy is representing a Ribeira do Alvorão, crossing the commune.

Chancelaria Commune is one of the ten communes of the Torres Novas municipality (q.v.); it had 1659 inhabitants in 2011 and covers 35.3 km².
