It is a fairly typical Portuguese communal flag, with the coat of arms centred on a background quartered of white and green (town rank).

Couto de Esteves Commune is one of the seven communes of Sever do Vouga Municipality; it had 890 inhabitants in 2011 and covers 17.0 km².
