It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field (village rank).

The arms are Gules issuant from a base wavy barruly wavy of six Argent and Vert a castle Argent masoned Sable charged with a St. James cross and over all and issuant from the fourth barrulet of the base a single-lateen sloop Sable emphasized Argent and dressed Proper. This "proper" colour of the sail is rendered white and quite different from the shade of grey used normally for the Argent parts of a coat of arms in Portuguese municipal flags. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "SANTIAGO - SESIMBRA".
Meaning:
The arms show the local 1648 beach fortress (after which the commune was named), and it it blazoned as "a segment of castle wall with blockhouse and watch turrets". It is drawn quite faithfully in the CoA, though with remarkable stylization. In my opinion the ship ruins an otherwise good looking arms, and it is tautological, as the Argent-Vert wavy base (sea) already symbolizes sailing and fishing.

Santiago Commune is one of the three communes of the Sesimbra municipality (q.v.). This commune had 5793 inhabitants in 2001 and covers 1,99 km².
