It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and green.

Shield Or, a watermill's wheel Gules, flanked by two eradicated pine trees Vert, in chief a pair of keys Sable crossed per saltire, in base a fess wavy Azure charged with two barrulets wavy Argent. Mural crown Argent with four visible towers and white scroll with inscription in black capitals "S. PEDRO DE ALVA".
Meaning:
The crossed keys are an attribute of St. Peter, local patron saint and name giver of the commune.
