It is a typical Portuguese communal flag, with the coat of arms centred on a plain field.

Shield Gules with base wavy of Argent and Azure, crowned by a 3-arched bridge issuant Argent masoned Sable, above two pillars Argent garnished Sable, in chief two keys tied Azure crossed per saltire, one of them Argent, the other Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "RUBIÃES".
Meaning:
The crossed keys are attributes of St. Peter, the local patron saint. The bridge is representing a local bridge of probably Roman origin. (see photo within source)

Rubiães Commune is one of the 16 communes of the Paredes de Coura municipality (q.v.); it had 512 inhabitants in 2011 and covers 9.0 km².
